

In
1865, Jiangsu Provincial Governor Li Hongzhang purchased the American Qiji
Iron Factory in Hongkou, Shanghai,
and merged the original Foreign Gun Factory into it, and equipped the factory
with the machines that Rong Hong purchased from the U.S., and founded Kiangnan
Arsenal in Shanghai.
As the former factory premises were not suitable for the new purpose, the
factory was moved to Gao Chang Miao
at the south part of Shanghai
in 1867 with an area of over 70 mu.
The Manufactory set the Machine-making Plant, Copper Foundry, Shipyard, Gun
Plant, Cannon Plant, Powder Plant, Steel-making Plant, Administrative Division,
Foreign Language School and other institutions, which became the largest modern
military industrial enterprise in the Qing Dynasty。These
documents are actually the requisition application for land for setting up Kiangnan Arsenal in Shanghai at Gao
Chang Miao at the south of Shanghai submitted by the
Commissioner Ying Baoshi, the Alternate Circuit Intendant Feng Junguang and Hubei Province
